Emancipationists organize a plebiscite to turn the region into a city
Amid urban chaos, environmental degradation, security, health, and an intolerable level of urban mobility, Barra da Tijuca, located in the western zone of the capital of Rio de Janeiro, is mobilized to recover its vocation as an urban reference center, providing the region with a dynamic and modern infrastructure. With these adjectives based on technical studies of economic and social feasibility, emancipationists promote a campaign to turn the region into a city.
The Barra Region is excellently suited for entertainment, river and land tourism, if its bucolic, attractive features and wide diversity of nature are explored, with territorial space for an independent administration, aimed at developing its real capacity, generating foreign exchange, jobs and being able to take its image abroad, seeking partnerships and ventures to manage the economy and create jobs. The emancipationists are clarifying the movement's objectives while preparing feasibility studies to develop and project Barra da Tijuca on the international stage.
Press Conference/Research
In the first half of 2024, the Barra Livre Movement held a virtual Press Conference to present the region's emancipation project. The proceedings were mediated by journalist Roberto Monteiro Pinho, who directed questions to the coordinators of the following areas: Environment, Urban Mobility, Transportation, Security, Health, Education, Third Sector, Urbanism, Entertainment and Tourism. The participation of journalists, community and business leaders endorsed the meeting's proposal, with fundamental clarifications about the Movement's actions.
According to the Movement's coordinator, journalist Roberto Monteiro Pinho, the group's work is carried out on two fronts: the awareness campaign and the mobilization of residents.
“We are gathering information from personalities who have been in the region for over 40 years. They are entrepreneurs who believed in the potential of a marshy region and leveraged their businesses committed to tourism and construction, betting even more on the direction of its emancipation, to make the region have high potential and economic and social development – highlights Monteiro.
A survey conducted by the Barra Livre Movement with the support of the National and International Press Association - ANI and its Special Committee for Emancipation and Institutional Affairs indicates that 97% of residents of the Barra da Tijuca Region (AP4.2) are in favor of its emancipation. The survey spreadsheet named the issues of Urban Mobility, Security, Health, Education and Environment, with Urban Mobility and Security standing out in order of choice as the biggest of all the problems in the region.
The informal survey (conducted via social media) consulted 552 people between February 2 and 10, 2024.
“In addition, we need to take a simple look at the communities, setting up daycare centers and health units to serve their populations.” We will restore and rescue the initiatives forgotten by the public entity, assuming a serious and focused administrative stance, – the director emphasized.
The main entertainment hubs in the world

The Sierra Blanca mountain range is the backdrop to 27 km of sandy Mediterranean beaches, mansions, hotels and golf courses. Barra da Tijuca has exactly the same 27 km of beach as the resort. To the west of Marbella, La Milla de Oro (Golden Mile) stands out with prestigious nightclubs and coastal properties, leading to the Puerto Banús Marina, full of luxury yachts and surrounded by high-end shops and bars.
Miami, with a population of 439,890 (2021), is an international city in the extreme southeast of Florida. Its Cuban influence is reflected in the cafés and cigar shops that line Calle Ocho in Little Havana. The turquoise waters of Biscayne Bay are home to Miami Beach and South Beach, a glamorous neighborhood known for its colorful art deco buildings, white sand, surfer hotels and famous nightclubs.
Barra da Tijuca, with its bars and restaurants, hosts themed events that are driving forces behind regional development, and entertainment, along with real estate, is considered one of the areas with the greatest potential in the region.

The Movement emerged with the participation of regionalists, supporters, idealists, cohesive and committed people, alongside entrepreneurs, biologists, architects, landscapers and environmentalists. They are leaders of civil and community entities that work, live in the region, and know its hardships and needs. The Association of Emancipationists of Barra da Tijuca - AEBAT, organizes periodic podcasts and debates with leaders, specially invited, the proposals for the new municipality. "At the beginning of 2025, the 4th Press Conference will be held" – added the coordinator.
